Beijing guide dogs have high public bus calls

Beijing guide dogs have high public bus calls According to Voice of China's “News Story” report, guide dogs can lead blind people to walk safely and are called “blind eyes”. I still remember that in 2004 there was a Japanese movie called Guide Dogs Q, which tells the story of a clever guide dog helping humans and touched countless people.

However, in many places in China, guide dogs have encountered embarrassment, because public places, especially public transport, prohibit animals from entering. A few days ago, the contents of the opinions collected by the "Legislative Animal Quarantine Regulations of Beijing Municipality (Draft for Ratification)" in Beijing's legal office fabric ignited the public's discussion on "guide dogs."

According to the Beijing Legal Affairs Office, of the 264 valid comments received, the phrase “allowing guide dogs to take public transportation” was mentioned most frequently. At present, how is China's law about "guide dogs appearing in public places"? What is the current status of guide dogs in our country?

Chen Yan is a blind person and lives in Beijing. His career is a piano tutor. In 2011, she had a guide dog “Jenny”, but Jennie was denied entry in some public places for more than two years.

Chen Yan: When you go to a new place, first of all, people will refuse or shout, “You hurry to take it out.” In any case, it's a bad word. I feel like a master of guide dogs, I need a strong heart. Jenny had a guide saddle on her back with a very big three words: a guide dog. The word “guide dog” could be seen in one second, but now businesses often see us for half a second. At the time, we took us out.

Chen Yan will explain to merchants that this is a guide dog.

Chen Yan: Now explain that 80% of them allow me to go in, 20% send me away. All these businesses reject me with “customers have opinions”, but I really haven’t heard complaints from customers. How do you allow the dog to come in? At least I haven’t heard of it. All businesses reject us.

Chen Yan said that the intelligence of a guide dog is equivalent to that of a 10-year-old child and is rejected. Jenny is also sad.

Chen Yan: It will be heartbreaking. We live in the Tiantongyuan area. Tiantongyuan subway station denied Jenny 11 times. In the eleventh time, Jenny’s volunteers helped us safeguard our rights and told blind dogs to be blind eyes. Then at this time, Jenny When we watched the headmaster reject us, it cried, lying on the floor, and slammed to the ground.

Tiantongyuan subway station refused to guide dogs on the basis of the Beijing subway ride regulations: It is strictly prohibited to carry animals into the car. This regulation also mentions that blind passengers need someone to accompany the bus to the station. If no one is accompanied, please contact the station staff for help. However, it does not cover the situation of guide dogs.

Chen Yan: Netizens said that there are people on the subway who can lead the blind. However, what happens if you get out of the subway? Can't let the guide dog wait at the station.

The staff of the Beijing Subway Service Hotline introduced:

Staff: We have not yet received notification from the municipal government or related departments to us that the guide dogs are allowed to enter the station.

However, according to the experience of Chen Yan and other blind people, some subway stations in Beijing also allow guide dogs to enter. The bus is similar and there are different practical operating standards.

Chen Yan: Volunteers tried to sit with me three busses. One of them got on. The two did not.

Reporter: Will the conductor or driver ask you questions when you get on the train?

Chen Yan: Their question is very simple. Is the guide dog biting someone? I said, if you don't bite, then they say, come on. The rejection of the two vehicles means that the guide dog is so big that it cannot come up. It must be small.

The staff of the Beijing Bus Service Hotline said that guide dogs will be treated differently from ordinary pet dogs.

Staff: We can have you with a certificate.

Reporter: As a guide dog, can all Beijing buses sit?

Staff: Yes.

Reporter: Is it normal for pets?

Staff: Yes.

Among the current laws in China, Article 58 of the "Law of the People's Republic of China on the Protection of Persons with Disabilities" covers the contents of guide dogs: "If a blind person carries a guide dog to a public place, he or she shall abide by relevant state regulations." But whether or not to comply There are no rules or explanations for the "prohibition of carrying animals in vehicles".

In fact, in some domestic cities, including Dalian, where there is a guide dog training base, and Chongqing, which does not have guide dogs, local regulations have been issued to make it clear that blind people can carry guide dogs on public transport. The relevant draft of Shanghai was also submitted for deliberation at the end of last month.

In Beijing, the Regulations of the Beijing Municipal Animal Epidemic Prevention (Draft for Soliciting Opinions) stated that dogs of all kinds cannot use public transportation. This made the voice of allowing guide dogs to ride in public transportation to rise again. There were also people who initiated an initiative on Weibo: "Welcome to go in and out of public places with guide dogs. Please raise your hand." When will public transportation be fully open to guide dogs?

Chen Yan said that there are a total of 60 guide dogs in mainland China, Beijing has more than 67,000 blind people, but only seven guide dogs. Guide dogs are rigorously selected and trained, do not attack people, and do not urinate anywhere. Chen Yan opened a Weibo “Guide for Guide Dogs,” hoping to eliminate doubts and promote blind guide dogs.

Chen Yan: I was eager to have a guide dog, but I really do not know it. It is so difficult to accept in public. I don't think everyone is not good, but I don't know. So I gave up half of my business to advertise guide dogs.

There are also concerns that if public transport is opened to guide dogs, some people will disguise their own ordinary dogs as guide dogs and enter public transport to threaten safety.

Chen Yan: The three certificates are complete guide dogs, three cards, one is my handicap certificate, the second is the guide dog certificate, the third card is the dog's immunization certificate.

Wang Conghu, professor of the School of Public Administration at Renmin University of China, believes that when formulating policies, the government should consider the specific situations of different groups of people.

Wang Conghu: Our policy must address the different requirements of different groups of people. Specific analysis of specific issues cannot be done across the board, and full protection and full consideration will be given to the rights of different people.

Chen Yan still remembers what she said to Jenny after being rejected at Tiantongyuan subway station last year:

Chen Yan: Then I gave him a promise, and I said Jenny I would never bring you anymore. If the subway doesn't allow us to sit, I will never come to this place. I must give you a smooth flow during your lifetime. Unimpeded day.
